Mandatory
Use of Information Intermediaries
Another policy tool is the mandatory use of information
intermediaries (eg pharmacy- or prescription-only medication).
This can be particularly effective for reducing information costs
where the product has severe risks for certain sub-groups and the
intermediary knows both the risks and whether they are likely to
affect a particular consumer. This tool also sends a signal to
the consumer that there may be value in searching out more
precise information and not relying on general expectations of
safety. [31]
