Identifying Consumers "At Risk": Benchmark Survey of Consumer Credit Behaviour and Knowledge

This survey research was undertaken in the context of the Credit Contracts and Consumer Finance Act 2003 to assist the Ministry developing an information programme for when the Act took effect on 1 April 2005. The survey was released in March 2005.
