The Product Safety Standards (Pedal Bicycles) Regulations 2000

Bicycles are used on the road and so like cars, it is extremely important that they work properly and do not add to the dangers of the road. Regulations in the form of Product Safety Standards for pedal bicycles were first put in place in 1991.  

The mandatory requirements were established to ensure that bicycles supplied in the market meet certain minimum standards by specifying performance requirements for the bicycle as a whole and for individual components and assemblies upon which the overall safety performance of the bicycle depends.

Standard information

The standard applies to new pedal bicycles, partially assembled pedal bicycles and sub-assemblies of pedal bicycles having a wheel base of 640mm or greater. It does not apply to track racers, bicycles powered by an engine, one-of-a-kind bicycles, or recumbent bicycles. It does not cover children's bicycles – these are considered toys and are NOT fit for use on the road. It does not apply to second-hand bicycles.  When sold in trade however second-hand bicycles must be at least roadworthy unless otherwise agreed at point of sale.

The regulations declare AS/ NZS 1927:1998 Pedal bicycles – Safety requirements (with variations) to be a product safety standard. The standard sets out minimum conditions for the design, assembly and performance of pedal bicycles (in relation to handlebars, seats, brakes etc).

Warning labels

Where a bike is sold in a kitset or partially assembled, the parts or the packaging containing the parts must be labelled:

"WARNING - In the interests of safety it is recommended that you have this cycle assembled by a skilled mechanic."

Owner's manual required

A owner's manual must be provided for any bicycle or partially assembled bike sold. The manual must contain instructions on use and maintenance. For partially assembled bicycles, instructions on assembly must be included.

Enforcing the standard

The Commerce Commission is responsible for enforcing this standard and has published some guidelines.
